Following extensive consultation and community involvement, Places for People submitted planning applications to unlock the delivery of the Gilston Park Estate development, including:
- APPROVED A full planning application for the Central Stort Crossing, enhancing the connection between East Herts and Harlow. The proposals widen the existing Fifth Avenue route to facilitate the creation of part of the Garden Town’s sustainable transport corridor.
- APPROVED Full planning application and listed building consent for a proposed new crossing of the Stort Valley, to connect a revamped Eastwick Road in East Herts with River Way in Harlow.
- RESOLUTION TO GRANT An outline planning application for 8,500 new homes spanning six new villages along with supporting social and community infrastructure – schools, health and leisure facilities.
A “resolution to grant planning permission” is where a committee of elected councillors (the planning committee) gives their approval for development to proceed, but their decision is subject to a legal agreement between the developer and council(s) to secure the infrastructure and other mitigation measures in line with the terms in front of them at the meeting. This allows for legally qualified officers of the council to draw up the agreement under the powers given to them by councillors in the council’s constitution.
Together, these plans form part of wider ambitions for the 10,000-home Gilston Area development, which is part of the Harlow and Gilston Garden Town designated by the Government in 2017. The Gilston Area was allocated for housing development in East Herts’ District Plan in October 2018, following years of local engagement. Although the Council is only consulting on the updated planning documents submitted in November 2020, we recognise that many residents would still find it helpful to view the complete set of documents from 2019. 2021 Consultations
East Herts and Harlow Councils have now consulted on and approved our Environmental Statement submitted in support of the following applications:
- Outline planning application with all matters reserved apart from external vehicular access for a mixed use development of up to 8,500 homes for a part of the Gilston Area (East Herts Council Reference 3/19/1045/OUT);
- Detailed planning application for alterations to the existing Fifth Avenue bridge (East Herts Council Reference 3/19/1046/FUL, Harlow Council Reference HW/CRB/19/00220);
- Detailed planning application for erection of a new road, pedestrian and cycle bridge (East Herts Council Reference 3/19/1051/FUL, Harlow Council Reference HW/CRB/19/00221);
